Busan City is introducing an ‘intelligent chatbot’ news service that combines generative artificial intelligence (AI) technology with a 3D character. The service will also feature a voice conversation function based on the Busan dialect, with the aim of strengthening digital communication with citizens.
Busan City (Acting Mayor Kim Kyung-Deok) announced that starting from May 26, it will officially operate the ‘AI Buginews’ service, an intelligent chatbot powered by AI technology, on its website to facilitate communication between the city and citizens regarding policies.
‘AI Buginews’ is an upgraded version of the previous text-based Busan City policy chatbot. By applying real-time voice conversation and 3D character technology, it provides citizens with more intuitive digital content.
Instead of using keyword searches, users can simply ask everyday questions such as “Tell me today’s city news” or “What events are happening this weekend?” and receive immediate answers through the voice of Busan City’s communication character, ‘Bugi’.

Additionally, the 3D character ‘Bugi’ on the service screen expresses various facial expressions and movements according to the context of each question, offering a lively and engaging communication experience. The voice conversation function based on the Busan dialect provides familiarity for Busan citizens and offers users from other regions the opportunity to experience Busan’s unique culture.
The city explained that it has enhanced the speed of information retrieval and the reliability of answers by applying the latest generative AI technology. The service is built as a responsive web and mobile app environment, optimized for use on smartphones, tablets, and PCs.
Furthermore, the latest press releases, Busan City News, major policies, and other administrative information closely related to citizens’ daily lives on the city website have been trained into a large language model (LLM) based on GPT-5.2, with Retrieval-Augmented Generation (RAG) technology applied.
This approach is intended to reduce errors where AI generates information that is inconsistent with facts, enabling the rapid and accurate delivery of city administration information.
Prior to the launch of the service, the city also conducted on-site tests with citizens. The city reported that most users gave a positive evaluation of the voice conversation and 3D character features.
Oh Migyeong, spokesperson for Busan City, emphasized, “The AI Buginews chatbot service is a new digital administrative service designed to enable easier and more convenient communication with citizens. We will continue to expand smart administrative services that citizens can experience in their daily lives by actively utilizing AI technology.”
