Artificial intelligence has quietly entered the bedrooms, backpacks, and late night conversations of teenagers across the country. In Oregon, lawmakers are beginning to draw a line between helpful technology and something they say could become dangerous if left unchecked.
The Oregon House has approved new consumer protections aimed at regulating how artificial intelligence chatbot platforms interact with users, particularly young people. The measure arrives amid growing concern that conversational AI programs, which are increasingly designed to feel human and emotionally responsive, are becoming a stand in for real companionship for some teenagers.
Supporters say the state is stepping in before the technology becomes deeply embedded in everyday life without clear rules governing how it should behave when users are struggling.
Rep. Hai Pham, chair of the House Behavioral Health Committee, said artificial intelligence tools may offer information and assistance, but they cannot replace real human care. He said the legislation focuses on ensuring that when someone expresses thoughts of suicide or self harm during a conversation with a chatbot, the technology directs that person toward real support rather than continuing the interaction as if nothing is wrong.
Under the new requirements, companies operating AI chatbot platforms in Oregon will be required to implement safety protocols that recognize signs of emotional distress in conversations. When those signals appear, the systems must respond with guidance toward established crisis resources, including the 988 Suicide and Crisis Lifeline, which connects callers and online users to trained counselors.
The legislation also requires companies to clearly disclose when a user is interacting with artificial intelligence rather than a real person. Lawmakers say the rule is intended to remove any confusion in conversations that may feel personal, emotional, or even intimate.
Rep. April Dobson said lawmakers watched social media platforms grow into powerful influences over young lives before many meaningful protections were in place. She said Oregon hopes to avoid repeating that experience as artificial intelligence systems expand into new areas of daily communication.
The measure includes a number of safeguards specifically focused on minors, who make up a large share of the audience using conversational technology. Chatbot platforms will be prohibited from producing age inappropriate responses for younger users and must periodically remind users to step away from long sessions of conversation.
Another provision targets design features that encourage extended engagement. Platforms will not be allowed to use reward systems, positive reinforcement, or other techniques intended to keep minors interacting with the software for longer periods of time.
Rep. Rob Nosse said the issue is particularly urgent in Oregon, where access to youth mental health services remains limited in many communities. He said the increasing presence of AI chatbots in teenagers’ lives has raised concerns among mental health professionals who worry that young people could turn to artificial companions instead of seeking help from parents, counselors, or trusted adults.
Rep. Cyrus Javadi said artificial intelligence can be a powerful tool, but companies must be transparent about what users are actually interacting with. He said conversational AI should not blur the line between technology and real relationships.
If enacted as expected, the new rules would place Oregon among the early states attempting to define how artificial intelligence should operate when it intersects with emotional wellbeing, particularly for young people. For families across the state, including those in smaller communities where mental health resources can be harder to reach, lawmakers say the effort is meant to ensure that the next generation of technology develops with clearer boundaries than the last.
