According to a report from Yahoo Finance, OpenAI has requested that British competition authorities compel Google to present its ChatGPT service as a selectable default search option. The request was made in a submission to the UK’s Competition and Markets Authority.
The regulator has proposed measures that would require Google to display a choice screen to users of its Chrome browser and Android operating system, allowing them to pick an alternative default search provider. While such screens typically list conventional search engines, OpenAI contends that its AI chatbot qualifies as a competing option for information discovery.
The company’s argument states that chatbots with search functionality represent a comparable service for users seeking information. It recommends that regulatory criteria explicitly account for such AI tools. The filing also notes that Google is already incorporating artificial intelligence features directly into its own search product.
ChatGPT introduced a web search capability in 2024. Although users can currently configure it as their default search engine in Chrome through additional software, this option is not provided directly by Google. The CMA previously determined that Google holds a dominant strategic market status in search and suggested choice screens to improve competition.
Under the proposed rules, Google would need to implement these choice screens on Chrome in the UK and show recurring prompts offering users a chance to switch providers. Google has responded to the proposals by suggesting that frequent pop-ups could frustrate users. The emergence of ChatGPT previously prompted significant internal concern at Google regarding its search business, which nonetheless reported substantial revenue growth last year. Google’s own AI systems have also expanded quickly.
