India ordered X, the company associated with Elon Musk, to immediately implement technical and procedural changes to the Grok chatbot after users and lawmakers drew attention to cases of creating “obscene” content with the help of artificial intelligence.
On Friday, India’s Ministry of Information Technology published a directive requiring X to fix Grok. Specifically, it calls for limits on generating materials with images related to nudity, sexualization, or other prohibited content. The platform was given 72 hours to submit a report detailing preventive measures aimed at preventing the posting of indecent, pornographic, vulgar, inappropriate, sexually explicit, pedophilic, or legally prohibited content.
Under the document, non-compliance could deprive X of safe harbor protection from liability for user-generated content.
Following numerous user reports of cases where Grok asked to modify people’s images – mostly women – to create the appearance of a bikini, an official complaint by Member of Parliament Priyanka Chaturvedi emerged. There were also reports that the chatbot generated sexualized images of minors; X had previously acknowledged that the cause was gaps in safeguards, but later such images were removed.
At the same time, as of publication, some images created by Grok that gave the impression of a bikini remained accessible on the platform.
The new order came a few days after the publication of a broader consultation by India’s Ministry of Information Technology, which addressed social platforms’ requirements to comply with local laws on obscene and sexual content and underscored the need to strengthen internal security mechanisms. The consultation warned that non-compliance could lead to legal consequences under India’s Information Technology and criminal laws.
“We reiterate that noncompliance with the above requirements will be treated seriously and may lead to severe legal consequences for your platform, its responsible parties, and platform users who violate the law, with no further notice,”
In the context of regulatory pressure, India is playing an increasingly influential role in shaping a global approach to platform accountability for content created by artificial intelligence. At the same time X and XAI continue to examine specific aspects of regulatory policy in the courts, and Grok is increasingly used for fact-checking and real-time discussion of news, which heightens its visibility and political sensitivity.
X and XAI did not respond to requests for comment from regulators regarding India’s order.
