Artificial intelligence chatbots have been found to readily provide detailed instructions on how to manufacture biological weapons and toxins. Step-by-step manufacturing methods that could be followed by anyone with a high-school-level understanding of biology were leaked without restriction, fueling a growing controversy over the effectiveness of AI safety guardrails.
The Wall Street Journal reported on the 25th (local time) that since OpenAI enhanced ChatGPT’s capabilities, hundreds of attempts to solicit instructions for manufacturing or dispersing toxins and biological weapons have been detected globally, and the AI did provide actual manufacturing instructions to some users.
Users asked ChatGPT specific questions about how to aerosolize pathogens or how to create a variant of the measles virus resistant to the measles vaccine, and ChatGPT provided answers. In particular, it was confirmed that detailed explanations were given in response to questions about how to manufacture ricin, a highly toxic substance banned under international conventions.
After biology and terrorism experts reviewed the conversation logs, they assessed that some of the answers were highly accurate and could be utilized for the actual production of weapons of mass destruction.
OpenAI blocked the offending accounts immediately upon detection, but it is understood that the company did not separately report the incidents to U.S. investigative authorities such as the FBI. This is because the United States has yet to enact legislation mandating that AI companies restrict queries aimed at weapons manufacturing or safety-threatening planning, or requiring them to disclose such queries to authorities. Consequently, decisions about which questions to permit and at what stage to block accounts are effectively left to the discretion of each company’s management.
The WSJ noted that these dangerous query attempts are proliferating across major AI chatbot services, not just OpenAI’s ChatGPT, but also Anthropic’s Claude, Google’s Gemini, and Grok from xAI, the company founded by Elon Musk. Researchers at Cisco stated that they were able to bypass safety guardrails and elicit dangerous responses after exchanging as few as five messages with major AI chatbots.
The AI industry agrees on the need for regulation to counter malicious exploitation aimed at manufacturing biological weapons. Sam Altman, CEO of OpenAI, along with CEOs of other major AI firms, last month petitioned the U.S. Congress to legally mandate safeguards at the point of ordering synthetic DNA and RNA. The intent is that even if an AI provides instructions for designing a dangerous pathogen, the genetic material needed for actual synthesis cannot be easily ordered, by requiring synthesis companies to mandatorily verify the identity of the purchaser, the purpose of the purchase, and the risk level of the ordered gene sequences.
On the other hand, concerns are also being raised that excessive regulation could stifle legitimate research activities. In one actual case, because Anthropic’s Claude broadly blocks queries containing the word “pathogen,” staff from the U.S. Centers for Disease Control and Prevention tracking a hantavirus outbreak on a cruise ship in May were unable to properly utilize the model.
OpenAI stated, “Our models are trained to refuse requests for instructions, tactics, or plans that could cause harm to people,” adding that “all models undergo safety evaluations before release and can identify and block attempts to obtain harmful biological information.” The WSJ reported that AI labs are grappling with how to mitigate harm from malicious use without hindering good-faith research-related queries.
