Meta has entered into a two-year partnership with the Gujarat government to examine the use of artificial intelligence, digital infrastructure and wearable technology for public service delivery, with the first phase centred on a WhatsApp-based citizen services platform.
The collaboration was announced in Gandhinagar, where both sides signed agreements to support the state's e-governance initiatives and improve access to public services through digital tools.
As part of the arrangement, the Gujarat government signed a memorandum of understanding under its Sugam Digital initiative to introduce a conversational chatbot on WhatsApp. The chatbot will function in Gujarati and English and provide access to around 20 government services.
Citizens will be able to use the platform for services including grievance redressal, income certificates, caste certificates, Economically Weaker Section certificates, ration card updates, revenue records and affidavits. The system will also include voice features aimed at making services more accessible for people in both rural and urban areas and reducing the need for visits to government offices.
Chief Minister Bhupendra Patel said the partnership would help strengthen Gujarat's digital infrastructure and widen the use of AI and emerging technologies across governance systems.
The two sides also signed a Letter of Intent to work on broader AI-led initiatives. One of the planned projects includes a pilot involving Ray-Ban Meta smart glasses designed to support visually impaired citizens.
The collaboration will also cover digital and AI training programmes for creators and small and medium businesses in the state. According to the plans outlined, these programmes will focus on areas such as digital marketing, customer engagement and using AI-powered tools to support business growth.
Arun Srinivas, Managing Director and Country Head of Meta India, said WhatsApp's reach and familiarity could help make public services more accessible, including for people living in remote locations.
The partners said implementation frameworks for the initiatives would be worked out in the next stage, with a focus on expanding AI-driven governance programmes across the state.
