Florida Attorney General James Uthmeier launched on Thursday a sweeping investigation into OpenAI and its flagship chatbot, ChatGPT.
The move follows disturbing allegations that the AI technology was used to facilitate a deadly mass shooting at Florida State University and may be compromising national security.
The investigation centers on claims that the suspect in the recent FSU shooting—which claimed two lives—used ChatGPT to plan the attack. This follows reports from local media and legal representatives of the victims who suggest the AI provided a level of tactical assistance previously unavailable to bad actors.
Reflecting on the gravity of these claims, previous coverage noted that "lawyers for one of the FSU shooting victims plan to sue the makers of ChatGPT, claiming it helped the suspected gunman get advice on how to carry out the shooting."
In a video statement released Thursday, Uthmeier expanded the scope of the probe beyond the FSU incident. He raised concerns that OpenAI’s data collection and proprietary technologies could be exploited by foreign adversaries, specifically the Chinese Communist Party.

Furthermore, the Attorney General alleged that the platform has been linked to the distribution of child sex abuse material, grooming by predators, and the promotion of content encouraging self-harm.

Uthmeier emphasized that while Florida supports technological innovation, it will not come at the cost of public safety.
The Attorney General confirmed that his office is in the process of issuing subpoenas to OpenAI. Additionally, he is calling on the Florida Legislature to pass new regulations to protect minors from AI-related dangers and to grant the Attorney General's office greater authority to prosecute tech companies that "endanger our children" or "threaten our national security."
