The European Union’s data protection watchdog has opened an investigation into X over potentially sexualized content created using the Grok AI chatbot on the platform.
This move intensifies regulatory pressure on X, which is also facing scrutiny in France and the United Kingdom after last year Grok generated thousands of deepfake images with sexual content – predominantly images of women, but also involving children – that drew worldwide condemnation.
The Irish Data Protection Commission (DPC), responsible for enforcing the General Data Protection Regulation (GDPR), on Tuesday announced the opening of a “large-scale” investigation into X in connection with these images.
In particular, the regulator will examine whether X complied with the GDPR’s core requirements regarding the processing of personal data of EU citizens.
“The DPC has been engaging with X since the first reports a few weeks ago about the alleged ability of X users to prompt the @Grok account on X to create sexualized images of real people, including children,” said Deputy Commissioner Graham Doyle.
“The Commission’s investigation will consider X’s compliance with some of its fundamental GDPR obligations in relation to the noted issues,”
CNN reached out to X for comment.
Grok is a product of a startup led by Elon Musk, who last year acquired X; Grok is integrated into the platform’s feed.
Under government pressure, X restricted Grok’s ability to generate certain types of explicit imagery last month. However, the company is facing a number of investigations in Europe.

X’s offices in Paris were raided by police in early February as part of an expanded investigation into the company and Grok. Musk was also summoned for questioning.
In response, the company denied any wrongdoing and said the allegations underlying the raid were “baseless”.

The European Union is already conducting an investigation into whether the platform has been responsibly assessing and mitigating the risks associated with deploying Grok in the EU.
Debates around Grok have put AI and social networks under increased scrutiny due to potential risks to younger audiences of users.
On Monday, Britain announced plans to require AI chatbots, including Grok, ChatGPT, and Google’s Gemini, to comply with stricter rules to protect users from illicit content.
