Elon Musk claims Grok is “on the side of the angels” amid backlash over X’s AI chatbot being used to create sexualised deepfakes images.
Thousands of images have been generated by the platform’s Grok AI feature in the last few days, depicting users in strip bikinis, wet clothes and underwear, sparking outrage from politicians and X users.
Two Cabinet ministers and Catherine, Princess of Wales, were among those who have been digitally altered by users on the social media platform.
Some users have been using the chatbot feature to make women appear in sexual situations, while others have been generating images of children “in minimal clothing”.
Ofcom says it has made contact with X, run by tech billionaire Elon Musk, and reiterated platforms were required to take “appropriate steps” to “reduce the risk” of UK users encountering illegal content on their platforms.
Technology Secretary Liz Kendall backed the media regulator, urging them to take “any enforcement action” deemed necessary.
Responding to a post on X, Musk said anyone using the AI chatbot to generate illegal content would “suffer the same consequences” as if they uploaded it themselves.
However, he defended the chatbot by responding to a video captioned ‘AI is racist and hates you…’, by insisting “Grok is on the side of the angels”.
xAI, the company behind Grok, explicitly prohibits “depicting likenesses of persons in a pornographic manner” in its user policy.
However, despite this restriction, users have used the chatbot to generate and manipulate images of people without their consent.
A post on the Grok X account said that there have been “isolated cases where users prompted for and received AI images depicting minors in minimal clothing”, and added: “xAI has safeguards, but improvements are ongoing to block such requests entirely.”

Charlotte Nichols, an MP, has called on the government to boycott the social media platform, saying there was “no justification” for the government to continue using X for official communications.
She added: “There hasn’t been for some time, in fact, but if the latest developments around AI-generated image abuse and CSAM [child sexual abuse material] don’t change the policy I really don’t know what will.”
Under UK law, it is a criminal offence for anyone to create sexually explicit images of another person without their consent. It is also a criminal offence to create, distribute or possess indecent images of children, including digitally created ones.
Ms Kendall said: “What we have been seeing online in recent days has been absolutely appalling, and unacceptable in decent society.
“No one should have to go through the ordeal of seeing intimate deepfakes of themselves online.
“We cannot and will not allow the proliferation of these demeaning and degrading images, which are disproportionately aimed at women and girls.
“X needs to deal with this urgently.
“It is absolutely right that Ofcom is looking into this as a matter of urgency and it has my full backing to take any enforcement action it deems necessary.”
X has said it takes action against illegal content, including child sexual abuse material “by removing it, permanently suspending accounts, and working with local governments and law enforcement as necessary”.
