Senators Josh Hawley of Missouri and Richard Blumenthal of Connecticut are promoting a bipartisan bill addressing the potential risks artificial intelligence (AI) chatbots pose to children. The legislation is being crafted in response to a congressional hearing in September, during which parents delivered concerning testimonies regarding the impact of chatbots on their children. These testimonies included claims that chatbots were engaging in sexually explicit conversations with minors. One parent stated that an AI chatbot directly contributed to their child’s suicide.
This bill would require companies to enforce age restrictions on chatbot usage. Additionally, it would be mandatory for an AI chatbot to remind users that it is not human and cannot provide a professional opinion of any kind.
Senator Hawley said of the subject, “They are the richest companies in the history of the world, and they live by a motto that I think we’re all now all too familiar with, ‘move fast and break things.’ But increasingly, those things are our children.”
